The controversial plan has been re-drafted amid pressure from Tory-led local authorities and head teachers.
In a speech Education Secretary Nicky Morgan said, “I am today reaffirming our determination to see all schools become academies. However, having listened to the feedback from parliamentary colleagues and the education sector, we will now change the path to reaching that goal.”
The new plan will give local authority-run schools rated ‘Good’ or ‘Outstanding’ by Ofsted the option to convert. However, those rated ‘Requires Improvement’ or ‘Inadequate’ will have to convert.
Nicky Morgan continued, “We absolutely support those strong local authorities where schools are good and outstanding - they can make the choice to convert.”
